Department Overview
PG&E’s Power Generation Department manages and operates the largest privately-owned hydroelectric system in the nation. These renewable electric generation resources, located mostly at high elevation in California mountain ranges including the Sierra Nevada and southern Cascade mountains include 68 powerhouses, 184 miles of canals, 41 miles of flumes, 135 miles of tunnels, 19 miles of penstocks, 99 reservoirs, and 142,000 acres of watershed lands all covered by 26 operating licenses issued by the Federal Energy Regulatory Commission (FERC).
Position Summary
Provide technical support and analysis on specific technical, pricing, supplier and other critical areas regarding contracting.. Work with clients to develop technical specifications, Conducts tactical procurement activities (bid, evaluate, negotiate and procure). and prepare contract documents for the acquisition of services in accordance with Power Generation procurement policies and Standard Practices. Prepare and develop strategies and tactics for negotiations. Conduct negotiations with vendors and contractors to obtain agreements. Works independently on routine contracting tasks for services valued up to $250,000. For contracts greater than $250,000 the Technical Procurement Specialist, Sr. partners with the Sourcing department to develop the contract and bidding strategies. Fully administrate contracts working closely with clients from project identification to closeout. Demonstrates an advanced understanding of knowledge, principles, and/or applications of the area; ability to understand complex ideas and make recommendations in this area.

- May require extensive project planning and development and/or include project stretching over several months/years.
- May require coordination with multiple internal PG&E stakeholders (Asset Management, Dam Safety, Outage Management, Hydro Licensing, Engineering, Environmental, Legal, etc.)
Able to articulate logic and reasons for recommendations and demonstrate their applicability for management concurrence.
Under direction this position also provides and improves upon supplier diversity status and metrics reports to management. Identify firms that are potentially diverse and facilitate their becoming CPUC-certified by referring them to a Supplier Diversity Consultant.
The position may coordinate and assemble supporting documentation to support audits and conduct self-audits of contracting process adherence.
The position may also manage, oversee, or support initiatives focused on process improvement of contracting processes such as After-The-Fact Purchase Orders and Blocked Invoices. May recommend new concepts to improve contracting processes and works with Purchasing Department to forecast and anticipate contracting needs.
This position location may be flexible.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.
A reasonable salary range is:
Bay Area Minimum: $90,000
Bay Area Maximum: $136,000

California Minimum: $86,000
California Maximum: $129,000
Responsibilities:
- Conducts negotiations with bidders, for non-routine, may support or work with Sourcing.
- Coordinates and assembles supporting documentation to

- Works with vendors and internal stakeholders to assemble, review,
- prepare, and route for vendor and management approval (using ARIBA and EDRS), necessary documents for these tasks.
- Works with vendors, Project Team to improve quality of supporting contract documents to reduce rework required by others.
- Develop new vendor relationships.
- May assist in the creation and development of purchase requisitions.
- For Routine Contracts ($250k or less) reviews vendor proposals to ensure that rates and terms are consistent with outline agreements.

- Ensures that Company standards are followed when executing contract documents.
- Tracks approval status of contracting documents from inception through approval and ensures that documents are routed expeditiously.
- For Routine Contracts ($250K or less) Develops high level bid evaluation criteria, for non-Routine, may support Sourcing.
- Works collaboratively with key line of business partners and subject matter experts to develop and write contracts through negotiations and/or competitive bid processes.
- For Routine Contracts, conducts negotiations with bidders, for non-routine, may support or work with Sourcing department.
- Participates as requested by management to review and score vendor proposals, as part of a proposal review team. Able to identify anomalous expenses in proposals and bring them to management or Project Manager attention.
- May work with or support Sourcing to develop negotiation strategy.
- Reviews purchase orders and contracts as part of procurement approval process.
- May support, or help to identify blanket contracting opportunities to support civil, electrical, mechanical and various professional services in support of Hydro-Operations, maintenance and Construction
- Provides technical support and analysis in preparation of scope, cost, schedule, safety and environmental concerns pertinent to the contract specifications; and verify and process contract invoices.
- For routine Contracts, works with suppliers to implement continuous cost and quality improvements, for non-routine, may support Souring and CLM
Qualifications
Minimum:
- High School or GED-General Educational Development-GED Diploma
- Experience in procurement, or related, 4 years
- CA Class C License, or equivalent
Desired:
- Bachelor’s Degree in Construction Management, Engineering, Business Administration or related field
- 4 years or more of combined experience in utility or industrial construction, operations, maintenance and/or project execution and delivery.
- 4 years or more of contract development and administration, with an emphasis in Construction and/or heavy industrial setting.
- Ability to work in cross-functional teams

- Advanced in MS Excel, Access, PowerPoint
- Demonstrated competencies on use of supply chain management tool (e.g. ARIBA) and other business systems tools (SAP, SharePoint, EDRS)
