Position Summary

The Recruiting Manager is responsible for the creation and execution of talent acquisition strategies for assigned line of business that will align with the company’s vision, goals, and objectives. The Manager will lead both Executive Recruiting and University Programs teams. The Manager will coach, advise, and collaborate with their team to provide exceptional customer service to both hiring leaders and candidates alike. The successful candidate will work well within a team environment and contribute to various process improvement initiatives across the broader Talent Acquisition team. 

This position is hybrid, working from your remote office and Oakland General Office based on business need. 

Job Responsibilities

  • Design, implement and monitor the staffing strategy for each line of business
  • Manage and develop direct reports
  • Research external best practices and recruiting standards and initiate internal changes as appropriate
  • Partner with HR Matrix team from each line of business, to include Compensation, Total Rewards & HR Delivery
  • Ensure compliance with applicable Federal regulations affecting hiring practices (OFCCP, EEO, and Affirmative Action)
  • Responsibility for achieving recruiting metrics: time to fill, quality of hire, diverse talent pipelines
  • Ensure an elevated level of service and oversight of recruiting function for designated line of business
  • Responsible for optimizing the end-to-end recruiting process and training recruiters on process
  • Build effective relationships with HR Delivery leadership and Executive leadership
  • Manage RPO (Recruitment Process Outsourcing) and vendor relationships for specific lines of business needs
  • Manage a requisition load that may include officer positions



  • Bachelor’s degree in relevant job discipline or equivalent work experience
  • 6 years of related experience


  • SPHR or PHR
  • Previous supervisory or coaching experience
  • Ability to influence outcomes using a consultative approach
  • Excellent verbal and written communication skills; comfortable engaging with all levels of employees up to the officer level
  • Superior time management, organization, and prioritization skills
  • Prior experience in Executive Recruiting and/or University Programs
