Department Overview

PG&E’s Underground Program organization is working to reduce wildfire risk each day as we underground 10,000 miles of distribution lines.  We are responsible for working across all internal teams and engaging external stakeholders to support successfully meeting our goals and reducing wildfire risk in our hometowns.  We work in an exciting and fast-paced environment. The Undergrounding Contracting and Commercial team will lead the development and execution of commercial, contracting, and sourcing strategies for services, materials, and any other resources needed to support PG&E’s Undergrounding program portfolio.

The team will engage with internal stakeholders to understand and confirm needs and implement sourcing strategies in partnership with PG&E’s Supply Chain organization to meet those needs. Similarly, this team will lead PG&E’s engagement and partnership with third party providers of construction resources, materials or other services needed to support the Undergrounding program.  The team’s scope will include contracting needs in all Undergrounding-related disciplines from program management, scoping and risk prioritization to engineering / design, permitting, construction (both civil and electrical), job closeout, data management, and more.  

Position Summary

This position will primarily focus on leading complex projects, ensuring successful execution and alignment with business objectives. This role requires strong stakeholder engagement, project coordination, and data-driven decision-making to drive operational excellence. The ideal candidate will have extensive experience in program and project management, a strategic mindset, and the ability to manage multiple initiatives simultaneously.  As an Expert Program Manager, you will lead cross-functional teams, including Strategic Sourcing, Project Managers, Construction Managers and external partners to ensure seamless project execution, maintain bid compliance, and timely delivery of business priorities. You will also support senior leadership with strategic initiatives, reporting, and process improvements, leveraging data and insights to optimize performance. This role requires excellent communication, leadership, and problem-solving skills, along with an understanding of project management methodologies and industry best practices.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.

We would not anticipate that the individual hired into this role would land at or near the top half of the range described below, but the decision will be dependent on the facts and circumstances of each case.

A reasonable salary range is:

  1. Annual Minimum:       $122,000.00
  2. Annual Midpoint:     $158,000.00
  3. Annual Maximum:      $194,000.00    


Job Responsibilities
•    Establish and maintain strong working relationships with internal and external stakeholders, ensuring seamless collaboration and alignment on program objectives. 
•    Actively participate in daily, weekly, and monthly business operating reviews, providing insights and recommendations to optimize efficiency and performance.
•    Lead frequent cross-functional Project Scheduling & Coordination meetings.
•    Collaborate closely with Strategic Sourcing to verify and update bundle launch dates, ensuring alignment with Project Managers and overall business objectives.
•    Establish a strong understanding of MSA language for undergrounding contractors.
•    Work in partnership with the project management team to ensure timely resource assignments and accurate updates in the construction work plan.
•    Ensure internal and external construction teams remain informed of current bid schedule, proactively addressing any potential constraints.
•    Support Strategic Initiatives & Special Projects
•    Assist the Principal Program Manager with high-impact initiatives, process improvements, and special projects to drive business success.
•    Manage and update performance dashboards, ensuring accurate, real-time data is available for decision-making and strategic planning.
•    Oversee data integrity and reporting across various databases, ensuring accurate tracking of key metrics and program deliverables.
•    Assist with change order review for compliance with contract terms and conditions.

Qualifications
Minimum:
•    Bachelor’s degree or equivalent experience in business.
•    Eight Plus (8+) years of relevant experience in program management, or a related field.
•    Strong verbal and written communication skills to effectively convey findings and recommendations to stakeholders at various levels of management.
•    Proven ability to manage multiple projects simultaneously while meeting tight deadlines.
•    Demonstrated ability to analyze, assess, and recommend solutions for project bundles.
•    Knowledge of energy industry applications, including energy efficiency programs, local-level customer needs, and regulatory considerations.
•    Willingness and ability to travel up to 20% as required.
•    Ability to influence leaders inside and outside of the department through data analysis, insights and recommendations.
Desired: 
•    Minimum 2 years construction management or work equivalent.
•    PMP Certification
•    Strong understanding of MSA Contract language.
•    Demonstrated ability to build strong partnerships and drive results with minimal leadership oversight.
•    Proven ability to deliver high-quality, proactive solutions while resolving complex issues.
•    Proficiency in Microsoft Excel, Word, PowerPoint, and other productivity tools at an intermediate level or higher.
•    Strong presentation and time management skills, with the ability to communicate insights effectively.
•    Ability to prioritize tasks efficiently and adapt to shifting priorities with minimal direction.
