Department Overview
The Customer Programs Measurement and Evaluation (CP M&E) team sits within Clean Energy Programs, which is part of PG&E’s Utility Partnerships & Innovation organization. CP M&E is a dynamic team of researchers, data analysts, and project managers dedicated to understanding whether our customer energy programs are performing effectively. Our work improves customer program offerings—helping customers manage their energy bills and improving customer satisfaction—and inform energy procurement decision making. Findings of our program evaluations directly affect long-term resource planning, utility operations, and energy policy.
Position Summary
The Senior Strategic Analyst will manage evaluation of a range of customer programs, including demand response, distributed generation, and time-varying rates, and provide analytical support for energy policy. The position is focused on: (1) managing impact and process evaluations executed by external vendors; (2) executing complex analyses of customer data to inform program planning and operations; (3) representing the CPM&E team/PG&E in discussion of evaluation results with regulators and industry groups; (4) evaluating cost-effectiveness of demand response programs; and (5) supporting internal clients by providing evaluation expertise.
This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.
A reasonable salary range is:
Bay Area Minimum: $98,000
Bay Area Maximum: $146,000
and/or
California Minimum: $93,000
California Maximum: $139,000
Job Responsibilities
- Lead studies to evaluate performance of PG&E’s demand-side management programs and customer experience; manage external consultants to execute the studies
- Provide analytical support and recommendations for energy policy
- Perform statistical analyses of utility customer data to inform program design and/or operations, including supporting the development of PG&E’s energy program enrollment forecast
- Communicate measurement and evaluation findings to internal and external stakeholders to support regulatory proceedings
- Interface with internal and external stakeholders to understand business and regulatory needs, define the corresponding measurement and evaluation deliverables to meet these needs, and support the integration of research findings into program design and operations
- Run cost effectiveness calculation for PG&E’s demand response programs
Qualifications
Minimum:
- Bachelor’s degree in Economics, Statistics, Mathematics, Public Policy, Social Sciences, or a related discipline OR equivalent work experience
- 4 years related experience (i.e., data analysis and interpretation, research methods, applied statistics/econometrics, or program evaluation)
Desired:
- Advanced degree in Economics, Statistics, Mathematics, Public Policy, Social Sciences, or another relevant discipline
- Demonstrated ability to apply complex statistical methods, engineering or econometric modeling, forecasting, or other quantitative research methods—particularly for projects involving analysis of large data sets. Applicants are welcome, but not required, to include citations to research studies to which they contributed in their applications.
- Ability to lead and manage projects and project teams; ability to scope and manage third-party consultant contracts
- Ability to influence leaders inside and outside of the department through data analysis, insights and recommendations
- Familiarity with the CPUC-approved Demand Response Impact Evaluation Protocols
- Familiarity with CPUC-approved Demand Response avoided cost calculator
- Experience with impact or market studies of utility demand side management programs or related energy research projects
- Experience in preparing analytic support for regulatory filings
- Experience reviewing and commenting on technical reports and regulatory documents
- Good problem-solving ability with both technical and nontechnical tools
- Desire to learn and ability to ask the right questions
- Excellent communication skills. Ability to convey complex or technical information clearly, concisely, and accurately to a wide range of audience
- Knowledge of utility operations, California demand side management programs and policies
