The Central Power Procurement Entity (CPPE) team is responsible for procuring the Company’s wholesale power purchase contracts, including those for renewable energy, energy storage and distributed energy resources, to support its role as the central power procurement entity in California. The team manages procurement program solicitations that are designed to procure specific energy and capacity products to satisfy the policy objectives at minimum cost. Team members must also help manage the impacts of these programs on existing Company lines of business. These transactions can affect the Company’s financial health and competitive position in the market.

As a key contributor to the CPPE team, this individual will administer various procurement solicitations, lead the development of policy strategy/implementation for key commercial topics, negotiate commercial terms and conditions of energy contracts, and contribute in other areas of the Company's energy procurement efforts as the central procurement entity. This role will work closely with other teams including Energy Contract Management and Settlements, Law, Market and Credit Risk Management, Energy Compliance and Reporting, and Regulatory Affairs. Success in this position will require the ability to motivate and influence the work of others and working across teams within the Energy Policy and Procurement organization, and throughout the Company.
- Originate highly structured power purchase agreements by leading the execution of complex solicitations, including solicitations for new and innovative product offerings. This requires (1) ensuring successful solicitation design, launch, and management of the solicitation process and (2) an understanding of portfolio positions, product related compliance requirements, and procurement planning.
- Develop, execute, and lead negotiations for a variety of wholesale power procurement activities, including for energy and capacity products from renewable, energy storage and distributed energy resources.
- Manage various aspects of the power procurement solicitation process, including the development of the procurement process (requires coordination with various stakeholders), implementation of systems and procedures, management of internal coordination and governance, coordination of external outreach to key stakeholders and market participants (solicitation materials, webinars, etc.), and the preparation of regulatory filings and internal/external reports.
- Evaluate highly structured power procurement contracts and synthesize and communicate relevant deal points for senior management.
- Evaluate offers resulting from solicitations and bilateral negotiations, including the development of high-level offer evaluation criteria, lead counter-offer preparation, prepare analysis of offers, and manage overall procurement. Acts as a thought leader in the development of strategy or resolution of complex issues.
- Prepare applications/filings, testimony, forecasting materials, exhibits, models, work papers, or discovery on issues of high complexity.
- Lead the development of strategy or resolution of complex issues.
- Prepare strategy papers, deliver presentations to external stakeholders/regulators, and serve as expert witness for PG&E’s request at CPUC, CEC or FERC
- Manage relationship with the Independent Evaluator.
- Lead the identification, development, implementation, and resolution of issues associated with complex, cross-functional strategy and policy matters.
- Build and maintain strong relationships with internal and external stakeholders and regulatory agencies.
- Represents PG&E on external speaking engagements.
- Bachelor’s Degree with coursework in a business-related field, mathematics, engineering, or equivalent field of study; or equivalent experience
- Eight years of relevant work experience, with a strong preference for experience in wholesale energy and capacity markets
- Experienced with Microsoft Office products (e.g. Outlook, Excel, Word, PowerPoint)
- MBA or Master’s degree in related field
- Four years of work experience in the wholesale supply side, development side, or strategy/policy side of the energy industry
- Knowledge and experience with California’s wholesale energy and capacity (resource adequacy) markets
- Demonstrated experience of successfully working with cross functional teams
- Understanding of energy markets (fossil, renewable, energy storage, etc.) including commercial aspects, policy aspects, and the role/business model of a utility
- Skill in negotiating between stakeholders to reach an agreement
- Knowledge of renewable generation, conventional generation, and/or energy storage contracts
- Ability to lead and to develop new procurement products and contract documents
- Knowledge of utility ratemaking, cost recovery and other regulatory matters
- Knowledge of renewable energy project finance, including typical financing structures
- Understanding of Western Energy and CAISO market rules, energy products and compliance obligations
- Demonstrated project management skills and strong organizational skills

- Knowledge of the procurement needs for the Company’s wholesale energy portfolio, the impacts of, the Company’s competitive position, and rules and regulations that impact procurement
