Department Overview

The Customer Programs Measurement and Evaluation (CP M&E) team sits within Clean Energy Programs, which is part of PG&E’s Customer Energy Solutions organization. CP M&E is a dynamic team of researchers, data analysts, and project managers dedicated to understanding whether our customer programs are performing effectively. Our work improves customer program offerings—helping customers manage their energy bills and improving customer satisfaction—and inform energy procurement decision making. Findings of our program evaluations directly affect long-term planning and, ultimately, utility operations and policy.

Position Summary

The Expert Strategic Analyst will manage the evaluation of a range of customer programs, including demand response, distributed generation and time-varying rates, and provide analytical support for energy policy.  The position is focused on: (1) managing impact and process evaluations executed by external vendors; (2) executing complex analyses of customer data to inform program planning and operations; (3) representing the CPM&E team/PG&E in discussion of evaluation results with regulators and industry groups; (4) evaluating cost-effectiveness of demand response programs; and (5) supporting internal clients by providing evaluation expertise.

Job Responsibilities

  • Lead studies to evaluate performance of PG&E’s demand-side management programs and customer experience; manage external consultants to execute the studies
  • Provide analytical support and recommendations for energy policy
  • Run cost effectiveness calculation for PG&E’s demand response programs
  • Interface with internal and external stakeholders to understand business and regulatory needs, define the corresponding measurement and evaluation deliverables to meet these needs, and support the integration of research findings into program design and operations
  • Communicate measurement and evaluation findings to internal and external stakeholders to support regulatory proceedings

Qualifications

Minimum:

  • Bachelor’s degree in Economics, Statistics, Mathematics, Business, Finance, Sociology, Engineering, Physics or other related fields or equivalent work experience
  • 6 years related experience (i.e. data analysis and interpretation, research methods, applied statistics/econometrics, or program evaluation)

Desired:

  • Knowledge of utility operations, California demand side management programs and policies
  • Excellent communication skills. Ability to convey complex or technical information clearly, concisely, and accurately to a wide range of audience
  • Experience in running CPUC-approved Demand Response avoided cost calculator
  • Advanced degree in Economics, Statistics, Mathematics, Public Policy, Social Sciences, or another relevant discipline
  • Ability to influence leaders inside and outside of the department through data analysis, insights and recommendations
  • Demonstrated ability to apply complex statistical methods, engineering or econometric modeling, forecasting, or other quantitative research methods—particularly for projects involving analysis of large data sets. Applicants are welcome, but not required, to include citations to research studies to which they contributed in their applications.
  • Ability to lead and manage projects and project teams; ability to scope and manage third-party consultant contracts
  • Familiarity with Demand Response Impact Evaluation Protocols
  • Experience with impact or market studies of utility demand side management programs or related energy research projects
  • Experience in preparing analytic support for regulatory filings
  • Experience reviewing and commenting on technical reports and regulatory documents
  • Good problem-solving ability with both technical and nontechnical tools
  • Desire to learn and ability to ask the right questions
