Department Overview

Gas Transmission Portfolio Management is responsible for overseeing the program and project management of the Gas Operations portfolio of large transmission project work.  This includes pipe replacement, valve replacement, In-Line-Inspection upgrade, strength test, station, corrosion mitigation projects, and instrumentation and controls project work.  The group collaborates across the organization to ensure gas transmission projects are delivered safely and on time, in scope, and within budget in accordance with the commitments made to the regulatory agencies and our customers. The group is also responsible for developing effective and efficient solutions to work requests, including scope definition and identifying opportunities to bundle and unbundle work.

Position Summary

Responsible for the strategic planning, readiness, and oversight of gas transmission projects. Provides oversight for the execution of approximately $1.5 billion in annual gas transmission infrastructure investments. Ensures safe and successful portfolio execution by engaging cross-functionally with stakeholders including Asset Family Owners, Engineering, Resource Management, Sourcing, Construction, and Shared Services partners.  Leads a large team of management, ESC, and contract employees. 

Reporting Relationship

This position reports to the Senior Director of Gas Transmission & Distribution Portfolio Management.

Job Responsibilities

  • Implements adequate processes and controls to ensure compliance with all applicable codes and standards
  • Makes project decisions within scope of $1M - $5M approval authority and recommends projects in excess of scope of approval authority
  • Monitors portfolio expenditures and recommends appropriate budget adjustments
  • Ensures success by monitoring progress of work to ensure program goals are met; provides progress reports and presentations to key stakeholders
  • Oversees the management of a portfolio of projects to ensure safety, on time delivery and within budget. Manages end to end accountability of transmission projects lifecycle
  • Responds to CPUC data requests associated with filling and execution of the GT&S Rate Case, including but not limited to written response and testifying before the CPUC
  • Provides effective leadership, coaching and development to management staff through goal setting and the performance evaluation process, development planning process and providing frequent, open and honest feedback
  • Oversees the overall implementation and execution of business process improvement activities in support of the business including process mapping and re-design

Qualifications

Minimum:

  • Bachelor’s Degree or Equivalent in Engineering or equivalent experience
  • 10 years of relevant experience in project or program management of significant size and scope, gas facility design, including transmission pipelines, regulation and compressor stations, and instrumentation and control systems.
  • 3 years Leadership experience, technical staff.
  • Capital or expense program management of significant size and scope.
  • Ability to travel 25% of the time.

Desired:

  • MBA or other Master’s Degree
  • Professional Engineer License; Project Management Professional (PMP) certification or equivalent
  • 5 years of leadership experience.
  • Experience in gas transmission or distribution industry in customer service.
  • Experience establishing and/or leading a program management office; building and leading detailed cross-functional processes and teams.
  • 15 years of gas or related industry experience.
  • Experience with PG&E metrics development and production.
  • Field experience with maintenance, construction, and engineering of gas systems; prior gas utility experience.
  • Managing large team of direct and indirect employees; experience with teams over large span of control
