Department Overview

The men and women of the Emergency Preparedness and Response (EP&R) department are key in responding to emergency events such as Public Safety Power Shutdowns, large catastrophic earthquakes, severe winter storms, wind events, wildfires, and other natural disasters as well as man-made incidents, hazards and threats. EP&R consists of Geosciences, Hazard Awareness Warning Center, Public Safety Specialist Team, Strategy and Execution, Gas, Electric and Power Generation Emergency Management and Coworker Life Safety. The EP&R department is a part of the PG&E Operations, reporting directly to the VP of EP&R.  EP&R works with Executives, Field Crews, various Lines-of-Business and other PG&E entities to reduce the consequence of emergency incidents and disasters by development and deployment of plans, procedures, protocols, exercises, drills, workshops and orientations on a variety of topics.

Position Summary

The Public Safety Specialist team of Emergency Preparedness and Response provides for a professionally trained workforce that enables safe and efficient event response and commodity restoration, ensures that appropriate standards and protocols are in place. Provides and receives feedback to and from internal and external stakeholders during exercises and events of varying scale to enable continuous improvement. Provides for future enhancements based on lessons learned and evolving technologies and methodologies.  Serves as a liaison with public safety agencies during emergencies.  Ensures compliance with all company and regulatory safety policies and practices.  Provides strategic programmatic recommendations and guidance to Director and senior leadership.


This position offers a flexible work location within the PG&E service territory.

Job Responsibilities

  • Has oversight of Public Safety Specialist department
  • Partners with county leaders and members of the emergency management and first responder community
  • Understands and maintains compliance with State and Federal regulations
  • Participates in major event response when requested
  • Leads staff to accomplish results through effective recruitment and selection, training and development, performance management and coaching, and rewards and recognition. 
  • Manages capital and expense spending to ensure work identified in the program plan is completed.
  • Develops department long-term direction, operating plans, budgets and performance metrics. 
  • Reviews current work practices for operational efficiencies and deficiencies. 
  • Oversees, and implements policies, procedures, guidelines, and standards to support business operating plans and goals. Presents findings and makes recommendations to Director. 
  • Prepares data and other reports for submission to regulatory agencies to fulfill compliance requirements.
  • Provides guidance on the development of tools and processes that help the departments efficiently and effectively manage their compliance requirements. 

Qualifications

Minimum:

  • Bachelor’s degree or equivalent experience in electric or gas utility industry
  • 10 years total related experience to include; 
    • 2 years of experience in a utility or related field.
    • 8 years of experience in emergency management or related field
    • 2 years of leadership/supervisory experience
  • Extensive experience in the Incident Command system (ICS) and major event management
