Department Overview

Power Generation operates and maintains PG&E's hydroelectric, fossil, solar generation and battery storage facilities, providing approximately 5,300 megawatts of generating capacity for our customers. Our nearly 900 coworkers are dedicated to delivering safe, reliable and cost-effective generation to California in an environmentally responsible manner. Our hydro facilities include 62 conventional hydro powerhouses, a pumped-storage facility, 98 reservoirs, 168 dams and more than 200 miles of canals and flumes, among other water conveyances. Natural gas-fired plants in operation are Humboldt Bay Generating Station in Eureka; Colusa Generating Station in Colusa County and Gateway Generating Station in Antioch. Several utility-scale solar generation plants also are operated and maintained, as well as PG&E’s successful entry into battery energy storage, our Elkhorn Battery facility at Moss Landing in Monterey County.

Position Summary

Designs, develops, implements, and oversees health and safety programs in accordance with safety & health strategy which includes program marketing and immersion of programs at PG&E to change or improve employee health, safety, and wellness. Manages activities associated with safety, wellness, and/or health programs including planning, coordinating, monitoring, and reporting effectiveness of such programs. Responsible for organizing, leading, and facilitating cross-functional teams as well as communicating programs. Works with Safety & Health leaders to strategize and execute program initiatives; supports execution by providing tools to leadership and health champions. Delivers presentations and training courses.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

A reasonable salary range is:​

Bay Area Minimum: $​128,000

Bay Area Maximum: $​218,000

California Minimum: $​122,000

California Maximum: $​207,000

Job Duties

• Recognized subject matter expert who represents PG&E in regulatory and/or industry forums on subject of expertise.
• Leads development of Safety program goals and metrics to meet company goals and objectives and goals.
• Creates safety standards and policies that meet regulatory compliance and represent best practices.
• Recognizes, evaluates, recommends and implements PG&E Safety policies and procedures to assure awareness of and compliance with Safety requirements. 
• Makes presentations to senior leadership as well as communicating program philosophy, information, and operational policies and procedures. 
• Ensures that quality control procedures are established to monitor all aspects of regulatory compliance. 
• Must keep fully informed on all existing and proposed changes in occupational health and safety regulations. 
• Develops and provides Safety training to Company employees.
• Develops and implements programs including leading coordination and facilitating of program review sessions with leaders and/or functional groups to review costs, schedule and program effectiveness. 
• Promotes programs to enhance and encourage employee awareness of safety, accident/incidents, industrial hygiene and regulatory compliance. 
• Coaches and mentors less experienced employees 
• Solves unique and complex problems, anticipating issues and developing innovative solutions 
• Collaborates across organization to ensure alignment of goals to support program. 
• Responsible for utilizing other departments and teams to meet program goals. 
• Organize and lead cross-utility project teams to influence utility, regulatory and/or industry decisions.

Fire Controls Program Specific Duties:

• Serves as “the Fire Protection Conscience” for PGEN, offering unbiased SME insights on the program.
• Develops Facts, Discussions, Options, and Recommendations (FDORs), as necessary to help drive decision making for issues not requiring a formal Cause Evaluation (Re: PG-1901P-02). 
• Collaborates with PG&E Loss Control Engineer and Insurance Loss Control vendor (representative) to resolve outstanding Loss Control Recommendations and/or Maintenance Items.
• Schedules and leads recurring (Weekly) Status Meetings to discuss Loss Control and Fire and Life Safety Issues.
• Provides SME support to the Loss Control group on RISK guidance documents governing Fire Protection systems Inspection, Testing, and Maintenance (IT&M), including the RISK-7520S Appendices and RISK-7520P series procedures.
• Performs Fire and Life Safety Inspections of PGEN (Hydro, Fossil, Elkhorn BESS) facilities, in accordance with PG-2003P-01 and PG-4003P-02 Fire and Life Safety Checklist procedures. 
• Provides SME support to Hydro and Fossil O&M with identifying applicable Inspection, Testing, and Maintenance (IT&M) to be performed on fire systems at the respective facilities. 
  • SME support to Planners to ensure Maintenance Plans are generated to perform the IT&M
  • SME support to O&M to ensure Contractor Work Authorizations (CWAs) and POs are created for licensed fire contractor support to perform required IT&M
• Provides SME support to O&M on review of completed Inspection Reports provided by licensed contractors to validate work being performed and quality of documentation, against RISK guidance documents and applicable NFPA standards.

[Note: O&M owns the contracts and is responsible for direct oversight. However, the Fire Controls Program Manager can support by providing periodic SME review or upon request].

• Provides SME support, working closely with Fire Protection Engineers (FPEs) as necessary, to resolve complex fire protection issues requiring in-depth analysis and/or PE Stamp on designs (e.g., Detection / Suppression designs, alternative analysis, etc.). McMillen has been used extensively in support of PGEN initiatives.
• Collaborates with Project Management to provide SME support on fire protection related projects, including helping to get EPPM IDs generated to support the Long-Term Planning (LTP) process and scoping, etc.

Minimum Qualifications

• Bachelor's Degree or equivalent experience
• Experience in safety management, or related, 9 years

Desired Qualifications

• Utility industry experience
• Safety professional certification, for example, CIH, CSP, CHMM
• Fire Marshal experience and/or experience in applying fire protection codes and standards
• Ability to travel up to 50 percent of working time
