Department Overview

The Humboldt Bay Site Services Department oversees the site security requirements for maintaining and protecting the Independent Spent Fuel Storage Installation (ISFSI) during interim storage for the Department of Energy until a long term storage solution is provided by the federal government.

Position Summary

These are regular full-time positions and are an SEIU-represented classification currently subject to a collective bargaining agreement.

Perform all daily activities associated with the ISFSI (Independent Spent Fuel Storage Installation) site and associated properties, including operations and surveillances, emergency response, and security duties. Protect PG&E Humboldt Bay’s ISFSI and property from theft, vandalism, illegal entry, and other acts that may adversely impact the health and safety of PG&E employees and/or the public. Maintain Unescorted Access Authorization.  Participate in drills, exercises, and training programs. Assignments cover a 24/7 operation including mandatory overtime. Interact with various personnel to respond to service calls and to furnish and/or obtain information on general matters. Each individual is responsible to maintain all required training and qualifications assigned.

PG&E is providing the hourly rate range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual hourly rate paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreement, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors. ​

Under the terms of the collective bargaining agreement, the starting hourly rate range for this position is $42.64 to $54.43, subject to collectively bargained wage increases.

Responsibilities:

  1. Perform overall operation of the primary and/or secondary alarm stations during routine, emergency, and contingency activities. Monitor CCTV, plant surveillance equipment and alarm systems. Deter criminal activity, misconduct, and safety violation.
  2. Works with other personnel to test intrusion detection systems and to confirm proper functioning, including surveillance and equipment tests and inspections. *
  3. Escort and observe persons/property to protect against thefts, irregularities, and unauthorized entry.
  4. Perform foot patrols to ensure fences, doors, gates, structures, and buildings are secure, observe and report suspicious activity, and provide visual deterrence.
  5. Verify identity and authorization of all visitors.
  6. Perform searches of personnel, hand carried items, vehicles and materials.
  7. Perform security assignments to complement the Site Security Plan, Emergency Plan, and Safeguards Contingency Plan during routine, contingency and emergency situations. *
  8. Assumes role of the Security Coordinator (SC) and/or Emergency Coordinator (EC) during drills, exercises, and off-normal events. *
  9. Receives initial emergency reports from other station personnel or outside individual/agency and directs the response of other ISFSI personnel. Makes initial telephone and radio calls for outside assistance (e.g. sheriff, ambulance and local law). Coordinates security and emergency conditions and or events including reporting to local, state and federal agencies. Ensures that security policies and procedures are referenced and followed for off-normal events.
  10. Reports all off-normal conditions to supervision and/or other agencies.
  11. Leads or participates in shift turnover, daily operating reviews, duty rosters, site visitor interface, and authorization. *
  12. Perform compensatory measures and escort duties as directed.
  13. Provides access control operations at fixed posts around perimeter entry/exit points as directed.
  14. Performs site maintenance such as cleaning of cameras, waxing of intrusion detection equipment general upkeep of working areas.
  15. Responds to emergencies consistent with the emergency plan, physical security plan and safeguards contingency plan.
  16. Perform other duties as specified in nuclear training and qualification plan and/or post orders.
  17. Participate in drills and exercises.
  18. Read, understand, compose, revise, and maintain documentation including but not limited to, timekeeping, reports, logs, briefs, procedures and self-assessments. *


Qualifications

Minimum Qualifications:

  • Achieve and maintain qualifications to perform ISFSI operations, emergency response and security functions within the first six (6) months of employment.
  • Passing of physical tests as an armed responder, using an NRC mandated contingency weapon within the first six (6) months of employment.
  • Maintain Unescorted Access.
  • Obtain and maintain Emergency Coordinator and Security Coordinator qualifications within the first six (6) months of employment.  
  • Must be 21 years of age.
  • Subject to a background check in accordance with NRC standards with no history that reflects "reliability or trustworthiness issues.
  • Pass psychological tests.
  • Must be able to do frequent lifting and/or moving up to 10 pounds, occasional lifting and/or moving up to 25 pounds; carry up to 35 pounds of equipment on person daily; and do additional lifting and/or moving ability as required.
  • Successfully complete basic and advanced security and emergency plan training
  • Must be able to pass a physical exam to be employed and be subject to passing future physical exams to continue employment.
  • Must not have any legal impediment to carry a firearm or any physical condition which would preclude completing the above-listed physical tasks.
  • Must be able to work any and all shifts and holidays, including overtime, with little-to-no notice.
  • Must not be taking any medicine that will impair mental or physical abilities.

  • Experience in a related field or a highly regulated environment.
