Department Overview

The men and women of Enterprise Public Works Coordination ensure the delivery of safe and reliable gas and electric service to our customers, by proactively working with local cities and counties to coordinate and complete our work in the public right of way, according to local laws, to limit impacts to the public and promote public safety. Enterprise Public Works Coordination is responsible for processing city and county permits for all PG&E workstreams, hold and foster the operational relationship with local municipalities and review agency driven capital improvement projects for potential conflicts with PG&E driven projects.

Position Summary

The Agency Liaison acts as a primary point of contact for escalated agency matters and develops subject matter expertise in all aspects of local agency encroachment permits in assigned service area. The Liaison builds strong operational relationships with local public works department leaders; serves as a collaborative team member with the Permit Facilitation Team and to various internal work groups and project teams. Responsible for building internal alignment and transparency to local agencies’ permit processes. Provides advocacy for the company’s permit priorities, ensuring safety and customer commitment work goals are achieved. Leads negotiations with local agencies and identifies strategies to support successful execution, acquisition, and closure of local encroachment permits.

This position is hybrid, working from your remote office and your assigned work location based on business need.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. 

A reasonable salary range is:

Bay Area Minimum: $87,000

Bay Area Maximum: $131,000

&/OR

California Minimum: $83,000

California Maximum: $124,000

Job Responsibilities

  • Develop and manage strong agency public works and building relationships in support of line of businesses goals and priorities.
  • Negotiate establishing annual permits with local agencies in support of streamlining line of businesses work priorities and reducing permit backlog with municipalities.
  • Facilitate regular meeting cadences with local agencies to negotiate permits and proactively communicate PG&E’s critical safety and customer delivery projects.
  • Manage and resolve permit non-compliance issues/escalations, restoration delays; joint pole issues/escalations, identify appropriate internal stakeholders to support problem-solving and resolution.
  • Effectively support Permit Facilitation Team with agency encroachment permit requirements and identify methods/practices to break through barriers to obtaining timely encroachment permits.
  • Knowledge of permit requirements pertinent to work scope, and partner through permit challenges.
  • Manage, track, document, and report on local agency issues as it relates to permit challenges, changes in agency requirements, project conflicts e.g., agency capital improvement projects (CIP), holiday and or street moratoriums.
  • Travel as needed for agency meetings and Division Level Monthly Operating Review meetings.

Qualifications

Minimum:
•    Bachelor’s degree or equivalent experience. 
•    3 years of job-related experience in areas such as working for an elected official, public or non profit agency, as a political consultant,  relationship management, customer success management, analysis, construction, or closely related field or equivalent experience
•    Clean driving record and able to travel 25% of the time. 

Desired:

•    Experience using Microsoft Office Suite Programs.
•    Effectively communicates moderately complex information with creditability, confidence, and clarity to diverse stakeholders. 
•    Thorough understanding of PG&E’s gas, electric, and vegetation work streams processes, goals, and priorities. 
•    Solid collaboration and interpersonal skills to effectively negotiate and build relationships among varying stakeholders. 
•    Good analytical decision making and problem-solving skills; able to convert ambiguity into structure and coherent strategies. 
•    Strong project management skills - flexible and adaptable to shifting priorities/deliverables. 
•    Influential in encouraging internal/external stakeholders to develop work processes in support of permit compliance, permit acquisitions, and effectively able to break through barriers of resistance
•    Good technical understanding of local agencies' encroachment and building permitting process and conditions. 
•    Intermediate experience with spreadsheet analysis, order management, and CRM platforms.
