Position Summary
This position is represented by IBEW Local 1245 which has over 100 years of experience representing employees at PG&E. This job is subject to collective bargaining.
The Environmental Field Specialist (EFS) is responsible for preparing and communicating Line of Business (LOB) environmental compliance data. The EFS is also responsible for providing environmental technical project support for Short Cycle (i.e., electric distribution, gas distribution, and electric transmission tag work) and Vegetation Management construction projects in the areas of soil management, construction dewatering, stormwater pollution prevention, air quality, hazardous materials and waste management. As a journey member of multi-disciplinary project teams, the position is responsible for, but not limited to, the following:
- Act as the Environmental Lead and main point of contact for the LOB and coordinate with the various subject matter experts on their tasks and deadlines.
- Provide oversight and review of Project Environmental Review documents (PERs) and issue Environmental Release to Construction (ERTCs) for Project Managed (PM) jobs.
- Provide guidance, technical direction, coordination with internal clients, act as the liaison on environmental issues and work with external regulators.
You must be able to travel at least 30% of the time with occasional overnight stays.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity.
The monthly salary range is:
California Minimum $9,796.39
California Maximum $11,843.73
Job Responsibilities
The EFS is required to monitor routine/emergency project and facility activities with potential environmental impacts, provide professional consultation, direction, and training to both PG&E and contract personnel for environmental compliance related activities. Furthermore, the EFS position would respond to field queries related to operational emergencies.
EFS duties which encompass environmental compliance consist of:
- Conduct project environmental reviews in support of gas and electric construction projects. Reviews include evaluating environmental risks by applying internal data management tools, utilizing agency database systems such as GeoTracker and EnviroStor, and corresponding with regulatory agencies including the US Environmental Protection Agency, Regional Water Quality Control Board, Department of Toxic Substances Control, and local environmental health agencies.
- Provide direction and oversight on small to large scale projects to ensure that environmental regulations are followed for air quality, water quality, soil management, and hazardous materials/waste management.
- Coordinate with vendors, subcontractors, and analytical laboratories for environmental sampling events (e.g., soil, water, oil, asbestos).
- Perform project and construction laydown yard site inspections. Duties include identifying, correcting, and reporting onsite environmental compliance issues. The EFS is also the lead for coordinating regulatory agency inspections and site reviews.
- Provide oversight for the submittal of soil sampling work plans, dust control plans, dewatering plans and other reports to varying environmental agencies.
- Ability to effectively communicate with internal and external stakeholders including cross-functional environmental teams, environmental contractors, regulatory agencies, and construction crews.
- Improve processes and procedures by identifying and evaluating new methods, techniques, and creative thinking to achieve department and company goals.
- Effectively manage small to large projects or tasks (scope, schedule and budget); multiple assignments concurrently.
- Work independently on routine job tasks or projects. Work with minimal supervision and guidance on non-routine job tasks.
- Provide training and coaching to cross-functional teams and contractors. Utilize appropriate and effective presentation skills to ensure environmental compliance comprehension is met.
Qualifications
Minimum:
- BS/BA degree in appropriate technical discipline (such as Environmental Sciences, Chemistry, Engineering, Physics, Geology, Hydrology etc.) or equivalent level of experience.
- Must have 4 years of relevant experience, including as a lead on moderate scale projects projects. Demonstrated ability to work independently on routine job tasks or projects and on non-routine job tasks as a member of a team on large projects with some supervision and guidance.
Desired:
- Experience ensuring environmental compliance for utility construction projects including effective management of soil, water, and hazardous waste.
- Background in performing environmental risk assessments and evaluating environmental permitting requirements.
- Experience coordinating and overseeing environmental sampling events; and interpreting laboratory analytical reports for waste characterization and disposal.
- Previous environmental support for emergency operations during storms, wildfires, and other emergency events.
- Familiar with interpreting federal, and state environmental laws and local ordinances.
- Strong written and oral communication skills.
- Proficiency with Microsoft Office Suite and Salesforce
- Valid 40-Hour HAZWOPER training certification and annual 8-Hour HAZWOPER refresher trainings
