Department Overview

The employees of the Enterprise NERC Compliance (ENC) team ensure the delivery of safe and reliable electric service to our customers acting as the central compliance 
organization for PG&E’s NERC Compliance program.  ENC supports the reliability of PG&E's Bulk Power System (BPS) by promoting and assisting with adherence to NERC Standards.

Position Summary

The Compliance & Risk Consultant, Expert supports the development, implementation, and maintenance of the Enterprise NERC Program.  This position will have a focus on the NERC Operations & Planning (O&P) Compliance but experience with CIP would also be helpful.  This position partners with business Subject Matter Experts (SME), Requirement/Risk owners and leadership to oversee compliance, internal controls, and metrics to hold the assigned owners accountable for compliance.  The incumbent ensures consistent use of compliance related data systems, measures results, monitors controls and keeps records of all regulatory compliance filings.

The Compliance & Risk Consultant’s may lead or support cross-functional teams and engage in activities such as the NERC Standard drafting process, getting the Company prepared for new compliance obligations, clarifying responsibilities and commitments, hand-offs, training and communication.  Compliance & Risk Consultants may also act as liaisons for PG&E with staff at regulatory bodies assigned to investigate specific aspects of PG&E’s compliance practices.

This contributor will be required to read, interpret and implement compliance requirements across a variety of disciplines within the purviews of NERC.  Strong organizational and reading comprehension skills are essential to the successful accomplishment of tasks this contributor will be given.  Outreach activities, including hosting stakeholder meetings with management, are core to the role, lending to the need for strong communication skills.

This position is hybrid, working from your remote office and your assigned work location based on business need. 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. 

A reasonable salary range is:

Bay Area Minimum: $118,000
Bay Area Maximum: $188,000

Job Responsibilities

•Provides expertise to leadership and cross-functional teams regarding development, implementation, and monitoring of controls and mitigation plans. 
• Develops compelling data-driven business cases for or against specific courses of action and potential risk mitigation alternatives as appropriate. 
• May lead company response to regulatory data requests, investigations, audits, and other inquiries. 
• Regularly updates leadership on changes to requirements/standards, metrics, program effectiveness, and opportunities for improvement. 
• Lead issue investigations, cause evaluation exercises and develop corrective actions ot remediate and mitigate compliance issues.
• May participate in risk management forums at the enterprise level. 
• Complete assigned projects, tasks or support activities outlined in the team’s annual work plan based on program priorities and compliance risk.
• Develop and analyze business processes in order to identify, design or improve internal controls
• Perform internal controls assessments including design and operational effectiveness testing.
• May act as team lead but does not have any direct reports.
• Develop partnerships with functional area teams to ensure consistency of compliance approach and promote an effective enterprise compliance culture.
• Expert level knowledge of assigned area of business including NERC processes and procedures
• Strong problem solving, project management, and change management skills
• Strong written and verbal communication skills and ability to communicate complex data effectively to a variety of audiences including executives
• Ability to influence others to achieve understanding, acceptance, and commitment to act

Qualifications

Minimum
• Bachelor’s degree or equivalent experience
• 7+ years of relevant experience


Desired
• Master’s degree desired
• 4 years’ experience managing compliance/risk programs or internal controls
• Knowledge of Federal regulatory requirements such as Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC), and California Independent System Operator (CAISO).  
• Experience with external regulatory audits 
• Experience in process development 
• Grid Operator Experience or NERC System Operator certification (RC or TOP)
• In depth knowledge of Compliance Management Framework and internal controls. 
• Analysis, communication (written and verbal) and group collaboration skills with the ability to lead teams and promote employee engagement
• Ability to monitor, gather and analyze information, determine potential impacts and recommend responses to risks/challenges
• MS SharePoint, Office, Word, PowerPoint, Excel & Visio experience
• Working knowledge of SAP Work Management
