Position Summary

The Expert Program Manager for Electric Risk & Compliance plays a critical role in driving alignment, transparency, and execution excellence across multiple risk and compliance functions within the electric business. This role is responsible for coordinating cross-functional initiatives, establishing, and maintaining governance frameworks, tracking key performance indicators (KPIs), and managing complex strategic programs that support organizational risk reduction, regulatory adherence, and operational resilience.

This position requires deep expertise in program management, strong understanding of electric utility risk and compliance domains, and the ability to collaborate across diverse stakeholder groups, including engineering, operations, regulatory affairs, safety, and executive leadership.

The selected candidate must live within PG&E’s service territory.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

A reasonable salary range is:

Minimum Base Salary (Bay Area)            $126,000.00

Mid Base Salary (Bay Area)        $163,000.00

Maximum Base Salary (Bay Area)           $200,000.00

Minimum Base Salary (California)         $120,000.00

Mid Base Salary (California)      $155,000.00

Maximum Base Salary (California)        $190,000.00

Job Responsibilities Specific to the Role

Manages aspects of program implementation and operations. Ensures program is operating effectively. Responsibilities typically include some or most of the following in support of Program Management to ensure attainment of program metrics/objectives.

  • Managing relationship with and providing direction to stakeholders.
  • Developing and monitoring budgets and forecasts.
  • Developing, measuring, and reporting on success of the program.
  • Partnering with functional areas, vendors and external partners to develop and implement strategies to reach appropriate strategic objective at the appropriate time.
  • Identifying and maintaining strong working relationships with all strategic programs and partners.
  • Partnering with Regulatory and Compliance staff to ensure compliance with all regulatory requirements and support regulatory activities by supplying information for filings, data requests, and meeting with regulators.
  • May manage major cross-functional projects and initiatives. May lead initiatives that impact utility or industry developments.
  • Manages all aspects of programs that are cross functional, complex, of broad scope and have a significant financial or political impact on the line of business. Leads development of overall strategy to achieve program goals.
  • Identifying stakeholders and communicate within and outside of PG&E.
  • Developing and/or implementing policies and procedures.
  • Identifying new partners, technologies, and delivery channels.

Additional Responsibilities

Program & Initiative Alignment

  • Lead the alignment and integration of initiatives across Electric Risk, Compliance, and related operational functions to ensure cohesive strategy execution.
  • Develop and maintain roadmaps, interdependency maps, and initiative dashboards to provide visibility into progress, risks, and resourcing needs.
  • Facilitate cross-functional working groups, steering committees, and executive updates to ensure consistent communication and decision-making.

Risk & Compliance Performance Management

  • Establish, monitor, and report on KPIs, performance metrics, and leading indicators that measure operational risk posture and compliance effectiveness.
  • Partner with data, analytics, and operational teams to maintain high-quality, trusted data sources supporting risk and compliance performance monitoring.
  • Identify gaps, trends, and emerging risks using KPI insights; escalate issues and collaborate with owners to drive corrective action plans.

Strategic Program Management

  • Manage complex, multi-year strategic efforts that advance electric risk mitigation, regulatory readiness, and compliance maturity.
  • Drive project planning, scope development, milestone creation, resource coordination, and budget management.
  • Utilize structured program management methodologies (e.g., PMI, Agile, Lean) to ensure timely, high-quality execution.
  • Track and mitigate program risks and dependencies, ensuring issues are proactively addressed.

Governance & Process Excellence

  • Develop consistent governance frameworks, templates, and processes for initiative planning, reporting, and strategic alignment.
  • Standardize operational rhythms, including monthly performance reviews, risk reporting routines, and compliance dashboards.
  • Ensure documentation, records, and audit trails support regulatory requirements and external/internal audits.

Stakeholder Engagement & Communication

  • Serve as a strategic thought partner to senior leaders, providing insight, analysis, and recommendations based on program and KPI performance.
  • Prepare high-quality executive presentations, board materials, and regulatory communications.
  • Foster a collaborative environment by building strong relationships across engineering, field operations, risk, legal, compliance, and executive teams.

Qualifications:

Minimum:

  • Bachelor’s Degree or equivalent experience in business.
  • 7 years of total related experience
  • Experience in managing capital expense budgets

Desired:

  • PMP Certification
  • Master’s degree preferred
  • 8 years of related experience or equivalent

Knowledge, Skills, Abilities and (Technical) Competencies:

  • Advanced knowledge of Program Management
  • Ability to influence leaders inside and outside of the department through data analysis, insights, and recommendations
  • Ability to lead large and complex projects working with cross-functional teams
  • Ability to create compelling business cases based on complex business environments and inputs
  • Adept at addressing issues with diplomacy and tact
  • In depth knowledge of electric utility processes, regulatory requirements, critical success factors, goals, and initiatives Excellent negotiation skills
  • Advanced financial management & budgeting skills and business acumen
  • Knowledge of applicable engineering principles, codes, regulations, policies, and procedure’s related to the industry and PG&E.
  • Expertise in communication, interpersonal/collaboration influence and negotiation and process management.
  • Broad knowledge of project management, process improvement best practices, concepts, methods and techniques.
  • Advanced presentation skills to effectively convey complex issues to internal and external parties of various levels. May need knowledge of various enterprise resource planning (ERP) system modules
  • Strong leadership and presentation skills.
  • Experience working with SAP Financials and Work Management
