Department Overview
The Enterprise Governance and Shared Compliance (EG&SC) group within General Counsel, Ethics, Risk and Compliance (GC ERC) provides leadership, strategic direction, and critical oversight of cross‑cutting governance and compliance matters across the enterprise. EG&SC oversees and expands enterprise programs supporting compliance with Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC), and Transportation Security Administration (TSA) cybersecurity and privacy requirements.
A core aspect of this function is leading and supporting coordination, governance, and implementation of critical cross‑functional compliance requirements, ensuring adherence to standardized enterprise and operational compliance risk mitigations. The group also provides enterprise‑wide governance over Information and Records Governance (IRG) requirements.
Position Summary
The Program Manager, Principal is a cross‑functional leader responsible for driving Enterprise NERC Compliance program maturity. This role partners closely with intradepartmental personnel as well as functional area stakeholders to establish clear program goals and targets, develop performance metrics and dashboards, and strengthen governance and coordination mechanisms across the enterprise.
The role serves as a recognized subject‑matter expert in NERC Compliance and program management, playing a critical role in ensuring consistency, rigor, and alignment in future WECC engagements, audits, and post‑audit activities. The Program Manager, Principal operates with a high degree of autonomy, influences leaders across organizational boundaries, and provides strategic structure to enterprise‑level governance forums.
This position is hybrid, working from your remote office and your assigned work location based on business needs or company requirements. The assigned work location will be within the PG&E Service Territory and will be agreed upon by the successful candidate and hiring leader.
PG&E is providing the full salary/pay range for this position. The actual amount paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The range to reasonably expect will be around the minimum and the midpoint. The final decision will be made on a case-by-case basis related to the factors above. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Job Responsibilities
Enterprise Program Leadership
- Drive the development, refinement, and execution of Enterprise NERC Compliance program goals, targets, and maturity objectives, aligned with regulatory expectations and internal risk tolerance.
- Serve as a strategic partner with client functional area leaders and intradepartmental compliance and risk consultants, ensuring methodical and consistent interpretation, prioritization, and execution of program objectives.
- May manage major cross-functional projects and initiation
Governance and Coordination
- Design, structure, facilitate, and follow-up on cross-functional governance meetings.
- Support enterprise decision‑making by framing complex compliance topics, risks, and trade‑offs for leadership audiences
Metrics, Reporting, and Insights
- Develop and maintain dashboards and performance metrics that measure progress toward program goals, maturity targets, and commitments to the regulator.
- Work with senior management to support strategic planning and decision making in relation to organizational and cross-functional business process.
- Translate data into actionable insights for leadership, highlighting trends, emerging risks, and areas requiring intervention.
Regulatory Engagement Support
- Provide program management leadership supporting WECC audits, post‑audit activities, and follow‑up engagements, ensuring consistency of messaging and approach across the enterprise.
- Partner with compliance, legal, and operational stakeholders to support regulator inquiries, data requests, and narrative development.
- Promote lessons learned and continuous improvement following regulatory engagements.
Strategic Influence and Enablement
- Solve unique and complex process problems, anticipating issues and developing innovative process solutions. Present findings and propose recommendations to senior leadership to gain agreement.
- Act as a trusted advisor to senior leaders on enterprise compliance program structure, maturity, and governance.
- Mentor and guide other program managers and compliance professionals, strengthening enterprise capability.
- Identify and drive cost and productivity improvements for the Enterprise NERC Compliance program.
Support additional tasks and initiatives as assigned
Qualifications
Minimum:
- Bachelor’s degree or equivalent experience required
- 10 years of progressively responsible experience in program management, compliance, governance, or risk management
Desired:
- Master’s degree (MBA, MA, or MS) preferred
- PMP or similar program management certification preferred
- Experience supporting or managing regulatory engagements, audits, or enterprise compliance initiatives strongly preferred
- Strong understanding of governance models, compliance frameworks, and risk management principles
- Ability to influence without authority and operate effectively across organizational boundaries
- Excellent written and verbal communication skills, including experience presenting to senior leadership
- Strong analytical skills with the ability to synthesize complex information into clear, actionable insights
- Proficiency with performance metrics, dashboards, and management reporting tools
- Demonstrated experience leading complex, cross‑functional programs in a regulated environment
- Advanced program and portfolio management expertise
