Department Overview

The Revenue Requirements and Cost Recovery department is an integral part of PG&E’s Finance organization. We play a pivotal role in financial analysis, financial modeling, and cost recovery. Our vision is to provide value-added financial insights and regulatory expertise to PG&E and our customers. Our team prepares forecasts, regulatory proposals, and testimony for timely recovery of approximately $20 billion in costs annually across multiple regulatory jurisdictions. We take pride in enabling informed decision making for our partners across PG&E through robust financial modeling and strategic analysis. Our team is also in the unique position to interface with CPUC and FERC staff, and other external stakeholders.

Position Summary

This role will lead complex and high impact cost recovery, revenue requirement and financial impact analyses to support regulatory filings, settlement negotiations, and business decision making. You will act as a subject matter expert on revenue requirement forecast and analyses and serve as a witness or witness assistant for regulatory proceedings. This position will provide you an opportunity to work both visibly and cross-functionally within the enterprise. You will also regularly interact with PG&E’s case management teams and business partners from other functional areas in the enterprise.

The role is hybrid working from your remote office and in-person at the Oakland General Office 2x a week or as business needs require.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors.​ This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

A reasonable salary range is:​

Bay Area Minimum:             $128,000

Bay Area Maximum:            $218,000

Job Responsibilities

  • Develops and reviews revenue requirement calculation and models to ensure recovery of company’s total costs of service
  • Develops and shares deep understanding of cost recovery mechanism to facilitate development of cost recovery strategy in regulatory proceedings
  • Provides strategic and expert financial advice on cost recovery and revenue requirements especially in areas related to capital costs, tax and depreciation
  • Leads Bi-monthly Regulatory Operating Reviews with Executive Leadership to align on revenue assumptions and timing
  • Analyzes spending profiles and cost categories to understand how various costs and trends for key programs and emergent issues impacting current and future cost of service
  • Reviews, analyzes, and summarizes third party testimony in key regulatory proceedings
  • Leads development and documentation of regulatory funding values by capital program for the GRC and GT&S rate case
  • Acts as a witness or witness assistant for complex regulatory issues
  • Works on complex non-routine projects that require in-depth analysis and judgement to drive business results and solutions.  Collaborates and partners with other SMEs to incorporate various financial-related variables in the analyses
  • Acts as a thought leader, applying extensive subject matter expertise in the development of strategy or resolution on cost recovery issues
  • Leads continuous improvement efforts in enhancing the revenue requirement development process by enhancing controls and providing insights on relationship between key cost drivers and revenue requirements
  • Develops and shares analytical techniques and/or tools to gain insights on key changes in revenue requirements
  • Cross trains and collaborates with peers to facilitate knowledge development and sharing
  • Trains and coaches less experienced peers and leads a small team of analysts on specific projects

Qualifications

Minimum:

  • Bachelor’s degree in Accounting, Finance, Economics, Engineering, or other quantitative field of study or equivalent years related work experience
  • 10 years of related experience, e.g., cost accounting, capital accounting, economic analysis, taxes, financial planning and reporting, utility ratemaking.

Desired:

  • MS/MBA degree in Accounting, Finance, Business, Economics, Engineering or related discipline or equivalent experience
  • CPA and/or CFA
  • 11 years of Regulatory, Analytical, Project Management experience.
  • Advanced understanding of revenue requirement, cost recovery, policy development
  • Successful track record of working collaboratively with diverse audiences
  • Advanced presentation skills in public forums or to senior management
  • Expert understanding of regulatory accounting principles, balancing account theory, concepts and practice
  • Excellent prioritization skills to effectively manage multiple demanding time constraints
  • Expert understanding of Utility Accounting and utility ratemaking fundamentals in addition to PG&E’s cost model
  • Advanced level of analytical problem-solving skill and financial acumen
  • Strong written and verbal communication and interpersonal skills to develop and deliver presentations to various audiences
  • Expert knowledge of the case management procedures and process
  • Working knowledge of SAP financial system
