Department Overview

The Rates department within PG&E’s Corporate Affairs organization develops and provides regulatory expertise in all gas and electric rates proceedings at the California Public Utilities Commission (CPUC). In addition, the Rates team conducts cost of service analysis, forecasts revenues, analyzes trends and underlying drivers impacting rates and bills, and supports other organizations in understanding customer usage trends as applicable towards reviewing and enhancing various PG&E programs.

Position Summary

 Conducts quantitative analytical work in support of various regulatory proceedings. Develops and sponsors cost allocation, revenue recovery, rate design proposals in regulatory proceedings. Develops, reviews, and analyzes testimony, discovery, and other case materials. Develops revenue and rate forecasts. Develops and administers advice letters and tariffs. Develops and implements rate and cost recovery-related policies and programs. Develops and maintains relationships with various stakeholders as part of the regulatory process. May act as or support an expert witness.

This position is hybrid, working from your remote office and your assigned work location based on business need.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

A reasonable salary range is:

 Bay Area Minimum: $85,000.00
Bay Area Maximum: $127,000.00

Job Responsibilities

  • Acts as a witness assistant including writing sections of testimony; developing work papers and exhibits; preparing technical content of less complex data responses; reviewing, analyzing and summarizing third party testimony, regulatory proposals, pleadings, agreements and decisions; and assisting in developing or revising proposals and analyses for submittal in regulatory proceedings.
  • Analyzes data using existing basic models and analytical tools to develop existing and ad hoc reports, statistics, trends and profiles. Assists in preparing presentation of results.
  • Assist in development and documentation of processes, guidelines, standards, and models. Assists with continuous improvement projects.
  • Conducts research to provide historical context regarding regulatory issues or assists in providing such context for complex regulatory issues.
  • Establishes cross- organizational relationships.
  • Runs existing quantitative models as assigned; assists in rebuilding existing analytical capabilities in new applications; and conducts quantitative, theoretical and policy research related to gas and electric rate design, cost allocation, cost of service and other rate issues.
  • Identifies interrelations and linkages of rate design or marginal costs regulatory submissions or decisions.

Qualifications

Minimum:

  • BS/BA degree in Economics, Accounting, Statistics, Mathematics, Business, Finance, Engineering or other related fields or equivalent experience
  • 2 years of job-related experience

 Desired:

  • Master’s Degree in Economics, Accounting, Statistics, Mathematics, Business, Finance, Engineering or other related fields or equivalent experience
  • Job-related experience, 3 years
  • Strong skills in in Microsoft Excel, Word, PowerPoint.
  • Strong quantitative and analytical skills to analyze and interpret data and effectively communicate findings.
  • Knowledge and experience in energy markets and utility ratemaking.
  • Ability to communicate technical information to a broad audience.
  • Strong prioritization and project management skills to effectively manage multiple assignments or a project with demanding time constraints.
