Department Overview
The Enterprise Business & Technology Modernization team leads PG&E’s Propel and Elevate programs—two major transformation initiatives focused on modernizing business processes and technology platforms.
- Propel is PG&E’s enterprise-wide modernization effort centered on migrating to SAP S/4HANA. It aims to simplify operations, standardize processes, and unlock customer value across Engineering, Operations, Finance, Supply Chain, HR, Enterprise Health & Safety, and IT.
- Elevate is focused on transforming PG&E’s Geographic Information System (GIS) platform using real-world asset modeling and cloud architecture to improve customer responsiveness and visibility.
The team is composed of cross-functional experts who collaborate with IT and external partners to deliver scalable, industry-leading solutions that support PG&E’s True North Strategy.
Position Summary
This Principal Program Manager will serve as a Value Program Manager within the Value Management Office, supporting both Propel and Elevate initiatives. The role is responsible for driving cost-benefit analysis, managing business case updates, and coordinating with program teams to ensure value realization.
This position is hybrid, working from your remote office and Oakland, CA based on business needs.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors.
This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area: $140,000 – 208,000 annually
Job Responsibilities
- Conduct detailed financial analyses to support cost-benefit assessments for key investment decisions
- Lead cross-functional coordination across program teams to align value impacts and business case assumptions
- Review proposed Key Design Decisions (KDDs) and deviations for alignment to the value case, quantifying expected benefits, tradeoffs, and potential value erosion risks
- Own and continuously refine the program cost estimates, ensuring they reflect evolving design, scope, sequencing, and phasing decisions
- Develop and manage schedules for key program milestones and stakeholder engagements, including leadership, regulatory bodies, and Board interactions
- Own and continuously refine the business case, incorporating updated financial models, assumptions, and benefit projections
- Analyze and report on key performance indicators (KPIs) and metrics used across business functions and external benchmarks
- Ensure timely access to accurate data sources for benefit-based planning, performance monitoring, and reporting
- Support quantification and allocation of IT licensing and maintenance costs that are owned by functional areas
Qualifications
Minimum:
- Bachelor’s Degree or equivalent experience
- At least 10 years of relevant professional experience, including:
- Proven expertise in developing, maintaining, and updating business cases across complex initiatives
- Demonstrated ability to quantify and articulate financial and non-financial benefits, including ROI, cost avoidance, and value realization
- Strong analytical skills with experience in benefit tracking, performance measurement, and value management frameworks
Desired:
- Master’s Degree in job-related discipline or equivalent experience
- Consistent demonstration of curiosity to understand the full scope of Propel and Elevate (GIS), benefits, cost/benefit, etc.
- Proficiency in writing and developing internal and external communications documents
