Department Overview
Engineering, Planning & Strategy will play a leading role in showing California and the world how PG&E will meet California’s decarbonization and resilience goals while improving safety, affordability and reliability. EP&S will have asset management responsibilities for our gas system and electric infrastructure, and will integrate inputs from across the enterprise to define our multi-year capital plan. EP&S will enable our coworkers on the front lines to have the plans, tools, and equipment they need, so we can do the right work at the right time
Position Summary
The Joint Utilities Specialist manages joint pole ownership agreements with various utilities and other entities and may get involved with tenancy issues. The incumbent ensures compliance with the agreements set forth in the Northern California Joint Pole Association (NCJPA) and the California Public Utilities Commission (CPUC). The Specialist provides auditing, guidance, technical support, and other support to clerical, estimating, and construction personnel involved in the joint pole processes. High volumes of customer applications are received annually and customer satisfaction is paramount. The incumbent provides oversight, governance, communication, Standards development, training, reporting as well as overall process and project management for the assigned program(s).
Job Responsibilities
• Administers aspects of the joint pole program including preparation of standards and guidelines, audits, training development, and technical support for clerical, estimators, and construction personnel. Monitors and ensures joint pole program compliance with regulatory requirements.
• Keeps abreast of industry developments in the area of joint pole ownership. Performs external benchmarking. Reviews joint ownership guidelines and rules for possible changes/revisions. Participates as a member of the Northern California Joint Pole Association (NCJPA), attends conferences.
• Reviews data and trends regarding billing protests. Identifies root causes and makes recommendations.
• Collaborates with Law Department on depositions and/or litigation regarding poles.
• May provide oversight and some work direction to the Career Specialists providing training, technical support, and guidance.
• Develops, implements and administers processes to improve quality and efficiency such as a post construction inspection process or pole removal process. Implements processes to ensure that attachments and pole removals are consistent with agreed upon tenant and ownership applications.
• Assists Supervisor in ensuring compliance with CPUC and NCJPA rules governing the joint pole program.
• Manages CPUC customer complaints associated with joint pole program. Collects data around customer issue and prepares response.
• Administers identified program work or projects. Tracks activity and completions. Prepares reports and status updates and presents to key program stakeholders. Performs trend analysis, to identify issues with costs or productivity and develops recommendations.
• Develops recommendations for improvements to tools for the program. Identifies, develops and influences the implementation of best practices to improve productivity and reduce operational costs.
Location is flexible within the PG&E Service Territory, please note hiring leader will make final decision of what are appropriate headquarters for the role based on business need.
This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.
PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
Pay Range:
Bay Area – $95,000 to $130,900
OR
California -$90,000 to $124,300
Qualifications-
Minimum Qualifications:
- Bachelor’s Degree or equivalent experience
- 5 years of utility related experience
Desired Qualifications:
- 3 years of experience in a Joint Utility Pole Programs related function.
